Section 203 of the Voting Rights Act protects minority language groups, including the Chinese-speaking group the right to access language assistance to vote, and the addition of Chinese language on ballot was determined by the latest Census Bureau statistics in 2016. Richmond County unfortunately did not reach the threshold at that time. However, Chinese population has been rapidly growing in the last five years, and up to today there are still Chinese families moving into Richmond County/Staten Island every month. The 2019 ACS 1-year estimate has 5.4% Chinese population in the entire population of the county, with a significant growing trend. The need for Chinese language assistance for Richmond County has been more and more urgent. NYCL is organizing volunteers to provide language assistance to voters with limited proficiency in English, and volunteers need to work non-partisan and may not ask voters to vote a specific candidate.
